Can you please suggest a good development ide for ODROID-XU4 running on ubuntu 18.04? it should comprise ARM compiler, debugger, and profiler.

They are referring to an IDE such as Eclipse

I know its not exactly what he imagined but its close to this. You can edit, compile in predictive manner, build time debug. Basic things are covered and operations are simple.

IDE can be wrapped around this. I use Geany which is mainly good enough.

Maybe I asked the question in a wrong manner, I would like some suggestions about ARM development tools on a host pc to be connected with my odroid-xu4 via ethernet like ARM development studio which is very expensive unfortunately.

You can run vscode on your pc while editing/compiling/running code directly on the xu4. It's a neat feature that needs ssh to the xu4

It's a computer vision application based on OpenCV.

Have a look here: https://www.youtube.com/watch?v=QAtDD0rtioQ
If you're connecting to arm64 boards you'll need the "insiders" version. Otherwise regular vscode will work on arm.
