Copy uSD card image to emmc or another uSD card?

I grabbed an eMMC and a new uSD card. I would like to take current installs, and copy them over to the new storage without doing a clean install.

Anyone know how I can do this within windows?

Try to use "Read" button on Win32DiskImager V1.0 to make a backup image on your Windows PC.

Doing full reads and writes can be problematic if both media don't have the same number of sectors. You can try odroid-backup which writes only the data part, not the free space.

I use a live-image of clonezilla. The target drive must be as the same size, or at least bigger, than the source. If bigger, with gparted I resize the storage partition on the target drive after the clonig process.
As I said, Clonezilla is a live linux image and gparted is a linux program availabe as a single application, or live image.
