Sirs,
We are using HC2 to record video cameras, and we tried to incres the file descriptor limit in the standard way (/etc/security/limits.conf unlimited -n) but it fails.
Is there any kernel limitation or other possible issue?
We're running kernel 4.14.111-158

Yes, see the conf files in /etc/systemd/. I don't remember the files setting exactly, but it might be this one:

Just remove the # and add a number like 2048 or bigger?

Yes, but go with a much higher limit - like 32768
