Odroid-Go not starting up after assembly

I received my Odroid-Go yesterday and assembled it. When I power it on, nothing happens. It does not show up as a device in /dev/ on my laptop when plugged in. The LED backlight doesn't come on. I reseated the display cable, no change. The red LED comes on if I plug it into a charger, and after leaving it plugged in, the LED eventually went off so I assume it's charged successfully. I used a multimeter to check multiple test points, the battery and the switch. The battery is giving power, the power switch is receiving power, both are reading 4+V. However, the further along the line I get, the lower the power numbers go. On the board, C7 and C8 are only reading 0.9V with the power on and USB plugged in. The second pin on the ESP32 chip reads 0V, so it appears there is no power getting to the chip. The board appears to be perfectly intact, there are no apparent breaks in any traces.

I emailed but was referred here for support. They suggested starting the RMA process, but since I apparently have to pay for shipping a brand new non-functional device back, I figured I'd check here first.

Can you please check the voltage level on C12?
You can find C12 on schematics page 4.
Also check Pin 4 on U4 to confirm whether the power switch works correctly or not.

C12 is 4+V. Pin 4 on U4 is 0.

To verify, I am supposed to test pin 4 against ground, correct?

Yes, correct.

Sorry. I should ask the voltage level on pin-8(Enable) on U4.
Please check it again.
If the Enable pin is high, C10/C11 voltage must be 3.3Volt.

Otherwise, your PCB has something wrong.
In that case, please contact "odroid at hardkernel dot com" with a link of my post.
She will help your RMA process if you purchased the board from us directly.
Or, contact your local distributor.

Pin 8 is 4.10V.

C10/C11 are both 3.3V.

I must have tested pin 2 on the ESP incorrectly initially. I tested it again, it's getting 3.3V. So the ESP is getting power.

TP7 is reading 0.0V.

I did purchase it directly from you.

Power rails seem to be fine.
Can you please try to flash the firmware?

I flashed the firmware by following the instructions to erase and then flash. The screen is still blank and there is no backlight.
