I found the latest Kodi + coreELEC on Odroid-N2+ has the purple/green issue when playing videos that use Dolby Vision encoding. Wonder if there is/will be a solution for this.

No, Vision is not supported.

Dolby Vision requires a SoC that has been licensed to use it, and an extra proprietary binary blob to enable it's use.
This blob is not currently available in the format required to be usable by CoreELEC, even if you had a device with a Dolby Vision licensed SoC.
