What is the process for turning on bluetooth on Android ?

May depend on the image used, but you should enable it in Odroid Settings app.

The option to turn on Bluetooth is disabled ... I am guessing that something is not setup properly.

Do you have a bt le >= 4.0 usb dongle?

Yes, I use one from ODroid ... works well on latest Ubuntu kernel .... I believe the kernels are very nearly the same.
Note: I am using the Android 10 download.
Using adb:

OK I got it working ....
Combination of NEGATIVE LOGIC for Bluetooth service plus the need to reboot after changing Odroid Settings.
