Hmm, you can always set a mac with macchanger, but that's post-boot. You could put it as a udev rule so it gets executed when the interface comes up.

ODROID-XU4/MC1/HC1/HC2 Ethernet controller RTL8153 MAC address can be updated by software. Due to a license issue with Realtek company, we can't release the flashing utility publicly.
But C1/C2/N2 can't update since they have OTP (one-time-programmable) efuse.

Basically, all the ODROID boards have a unique ID if our production line didn't make a mistake.
Do you have any duplicated MAC address in your ODROID collections?
Early version of engineering samples might have the issue though.

With this document and the Linux utility flashrom you could possibly change the XU4 MAC (I wouldn't try it though):

I have many development boards so each time I flash the image I need to look into what mac address and ip address it got,
So I want to maintain pool of IP reserved for these devices, with unique mac I could assign them ip address via dhcp pool.

No problem if you don't want to share the utility, I though some command will help resolve my Issue.

The can't legally, I'm sure Odroid would like to share the tool.

If macs are not reliable you can assign static ips by using the client-id feature.
