can somebody give me a link to enable over-clocking of my U-3 pls...phase...

overclocking is already enabled by default from the Kernel, you just have to set the max scaling frequency to 2GHz

echo "2000000" > /sys/devices/system/cpu/cpu0/cpufreq/scaling_max_freq
with the following code you can check on all available frequencies:

cat /sys/devices/system/cpu/cpu0/cpufreq/stats/time_in_state
where 1704 MHz is the default without overclocking.

yeah i did a site search and found the code you posted..but how do i make it resident on every boot up...?????

put it in /etc/rc.local
or depending on what OS image you use there might be a tool installed to set your CPU speed and governor.

running ubuntu 16.04 on my u3 and my u2 as well

Well I don't think Ubuntu has this option.. You could try using mad_ady's odroid-cpu-control although I don't know if it has an option to make it permanent.
Or on my Debian images, you should be able to simply start "cpu-control".

also any help how to set the governor to performance ...thanks ..phase ...

The 18.04 image does not use the Kernel provided by HardKernel that has the overclocking feature.
The "official" clock speed is 1704MHz and with upstream Kernel required for Ubuntu 18.04 I highly doubt you get any overclocking feature.

Means, the issue is the Kernel and unless you build your own Kernel with overclocking feature, there's nothing you can do.
