Is it possible to turn on the odroid u3 without a battery backup only with the power supply?

Only the power supply is needed.

The backup battery is for the RTC (Real Time Clock) which means so you don't loose the time when you turn the ODROID off, that's the only thing it's used for :)
There's also an UPS which is a big battery to power the ODROID instead of the power supply, but I don't think you're referring to that.

I would like to thank you for your reply and your advice.....but i finally found the solve to my problem......the problem is when i turned on the odroid the blue light is not flashing and it was turned on only the red one.....so i change the power supply and finally the odroid works!!!

Is it possible to ''install'' set up exactly a 'pirate' radio station in odroid u3?
If yes how can i do this?

not exactly sure what you mean by pirate radio station...

You want to turn your ODROID into a Sender Station?
I think there was a ODROID Magazine article about how to install Radio Software, but I''m not sure.
