Did I get a bad unit?

I bought a refurbished XU4 off Ameridroid and it showed up about a week ago. Connected via HDMI since day one it has occasionally dropped picture for about half a second. This problem has progressed and now drops for half a second ever 5-10 seconds, the picture has gone grainy and when I load kodi I get dozens of green lines across the screen. I have twice to put a fresh image on my card and reinstall everything from scratch with no luck. I have updated and upgraded my system software. I'm running Dietpi with kodi and proftp. When I connect remotely or stream movies to my other devices they are fine. I am only having issues with the picture coming from my device to my TV via HDMI. (My TV is an older Smart TV and does not have a Kodi APP so this is the only way I can play these files to my TV) So my question is:

Does this sound like a defective unit? How Can I test it?

Does this sound like a driver issue? How can I fix it?

Can you please try the latest Ubuntu 18.04 image to narrow down root causes?

What happens if you run Chromium web browser instead of Kodi?

I installed the latest (ubuntu 18.04 MATE image and ran the Odroid XU4) I'm getting the same issues green lines and loss of video. It's pretty much unusable in this state. So I'm pretty sure the issues are not in any way related to Kodi (I was getting screen loss and green lines on dietpi both in and out of Kodi as well.) I have no issues while accessing the unit remotely. I can transfer files to and from the unit via proFTP and stream 1080P 60fps media flawlessly. The lights on the unit while it turn on are bright solid red for the red light. blue light flashes twice at a time every second or so. Should I be working with my distributor for a return?

Let's check a few more thing.
What is the native resolution of your TV?
Which HDMI cable do you use?
Which power supply do you use?

TV native resolution 1080p
I have 2 HDMI cables mid range quality, both work fine for my computer and other devices. I tried both cables with each of the 4 HMDI ports on my TV. All 4 of these ports work fine with other devices.
My power supply is 5V 4A power supply recommended for this unit. I tried running without my USB harddrive but the problem persisted. My hard drive is a 2.5" WD Red NAS drive 1TB rated for 0.2 amps idle and 1.4 amps during read/write

Your hardware configuration looks fine.
Do you still have a screen loss issue when you don't play a movie with Kodi?
What happens if you do web browsing with Chromium version 66 or 67 on Ubuntu 18.04?

I have both screen loss and green lines at all times. I don't even have to be in chromium or kodi. I get the issues on desktop. I even get the same issues when running a minimal image (dietpi) when I'm in the console.

I see. Something could be wrong in your XU4 board.
