Rescan for usb devices

Hi,
I have point gray cameras that works great with my odroid XU4, but for some reason when I brutally disconnect my odroid power and reconnect it, sometimes the odroid up without the cameras detected. Nothing from lsusb is connected to the cameras.
After few reboots the odroid start to detect the cameras again.
I tried to bind/unbind without success.
Do you have any idea how can I rescan for usb devices without reboot?

I'm using
odroid XU-4
Ubuntu mate Release 16.04.3 LTS (Xenial Xerus) 32-bit
Kernel Linux 4.14.14-102 armv7l

There is no way to toggle the USB host power with software on XU4 board.
So I have no idea how to implement the USB rescan function.

BTW, was there any clue in "dmesg" output why the camera didn't detect?

The USB error seems to occur when the electrical connection is not stable.
Try to use shorter USB 3.0 cables to narrow down the root causes.
