I have USB Camera delay problem, how to fix it ?

I have ODROID-XU4 device. I am using CM-12.1 Android 5.1.1 Lollipop for ODROID-XU3/XU4.
I use USB Camera for my project, but I have just about 1 second delay.
The solution to this problem would you be your ODROID USB-CAM 720P?

500~1000msec delay seems to be caused by software decoding and rendering.
Our webcam also has the delay probably. I have no idea how to reduce the delay at this moment.

Do you think we can solve the problem if we use the serial camera?

It is not a hardware nor device driver issue.
If you test the webcam preview performance on the Ubuntu OS with Camorama app, the delay looks like less than 50msec.
It means somewhere in the camera framework on Android platform seems to be a root cause. But it is very hard to find it

Unity is using direct camera device source for camara feed.
Can you suggest me USB Camera supporting different Android version?

It is a preview app which displays 2 inputs of MJPEG stream from two 720p webcams.
It can be a good starting point.
