I only remember it was a beryllium oxide thermal paste as was mentioned on it's tube.

A white one, an "usual" one not cheap and nor expensive, bought ten years ago for this purpose.

Certainly it's a good idea to apply a new layer if a heatsink was removed for any reason, otherwise a lot of air will be trapped.

PS. And yes after detaching the heatsink from the chip its good to "redo", wiping the old and applying a new compound :-)
