7. Processor frequency 1.5 GHz
8. HDMI 1.4
9. 20 GPIO contact
10. RAM - 2 GB
11. disk system eMMC5.0 (or NVM/PCI SSD)

1, 4 and 6 do not match xu4 specs, but C2 only violates the power requirement (5V 2A). It typically uses ~700mA, but can vary depending on load, peripherals, etc
I know that oracle java runs, but I don't know specifics

Couple of things are not matching for your requirements either ODROID-XU4 and ODROID-C2.

ODROID-XU4 is not "aarch64" while ODROID-C2 is.
None of them does not have 4 ports of USB 2.0 host port, requires to use USB hub.
ODROID-XU4 eats more power than ODROID-C2, vary on your demands how much computing power is required for your application
Hard drive can be connected through USB-to-SATA bridge, only ODROID-XU4 support USB3.
ODROID-XU4 requires extra battery for RTC, ODROID-C2 needs even RTC.

If you are not very hurry, you would wait for next board would come later than OCT or would better to look for another one?
