I have bought several M1's and one of them has a noisy video output.

Thank you for taking the video.
Try unplugging and plugging the HDMI cable several times to remove uncertain particles in the HDMI connector.
Try other HDMI cables or monitors.
Try cleaning the HDMI connector with alcohol and cotton swab.
Try swapping the microSD or eMMC with one of working units to check if the OS image in the boot media is corrupted or not.
If above items don't solve your problem, one of your M1 boards probably has a hardware issue.
In that case, contact "odroid at hardkernel dot com" with a link of this thread.
They will help your RMA process if you purchased the board from our web-store directly.
Otherwise, contact your local distributor/reseller.
