Limit to USB2?

I can disable USB completely by putting these in boot.ini:

fdt rm /usb2phy@ffe09000
fdt rm /dwc2_a@ff400000
fdt rm /usb3phy@ffe09080
fdt rm /dwc3@ff500000
for massive power savings, compared to doing the similar operations on the Odroid C2 which disable USB. At first glance it would seem that only using the second two lines above would disable USB3 and leave USB2 intact, hopefully obtaining most of the power savings, but this leaves USB2 nonfunctional as well.

The Wayfire image by jgmdev in this thread viewtopic.php?f=203&t=39081 accomplished what I desire on accident, so I know it's possible, but not how to do so intentionally. Anyone have any ideas?

Still wondering about this. @tobetter's mainline kernels are good about disabling the usb3 bus entirely when nothing's plugged into them, but when a usb2 device is plugged in, there is a massive additional power cost vs plugging the same device into the OTG port. Can anything be done about this?
