Recently I have been experiencing issues when loading the battery of my OGA BE, already done the full-charge full-discharge many times, firmware is on the last version and software is the ODROID ubuntu 18.04 ES image release V2.2
When fully discharge the battery and connect to charge, the charging values are negative and i need to be disconnecting and connecting to battery charges a little, this issue has been happening every time and at this moment is not possible to charge normally the battery.
Charger works normally to charge Cellphone and voltage is 5V 2.0A
Already made battery test and show this:
Please Help.

When fully discharged and the battery voltage is very low, the charging circuit operates in trickle charge mode, and if you keep the charger connected for about 2 to 3 hours, it enters normal charging mode.
Therefore, please monitor the charging status again after 3 to 4 hours.

I've experienced a similar behavior with a usb cable that I was using for data transfer as well. The phone would show charging, the Go would show negative current. After further troubleshooting it turned out that the cable had turned bad (had increased resistence), and was unsuitable for charging.
So, try multiple cables!

Testes with 3 different cables, same issue, those cables are the same which I charge my OGS, and there is no issue, OGS loads normally, issue is just with OGA, I dont know if battery is still healthy, I've been 3 years with this OGA and never show any issue until now.

BTW, my colleague told me it might be worth to disconnect and reconnect the battery cable just in case.

Also check that the battery wires are tight inside the connector. Mine got loose for some reason...

I really like the schematic symbol of RK817, makes it so much easier to understand. 
Assuming for a little while that the current figure shown by the diagnostic screen is real (meaning 275mA discharge current when the charger is plugged in), there could be something very wrong with the console, and it might drain the battery faster than it is charged.
If it wasn't closed in a case, it should be noticeable that something is getting really hot at this point. Assuming that the charger itself isn't draining the battery.
If this measurement is real and persists when the charger isn't connected, the battery soon will die and the device will become unresponsive.
And if the current measurement isn't real, then PMIC reports nonsense. Either PMIC is damaged, or resistor R12 (10mOhm) which is used for sensing current has changed its parameters or perhaps even became open.
But that's just a theory based on very few data points, and assuming that charger circuit is working correctly.
Personally I would bet on a worn out USB port, that can easily get replaced by a cell phone repair shop.
I have a few Odroid UPS3 sets, if the battery was the same I could spare one. But it looks like it's bigger.

Also, at this moment the only option is to be checking the charging animation, when the charging value becomes negative I unplug and re-plug the charger and charging values become positive again until some 20 - 30 seconds, after that charging values become negative again.
