NL2 is dead on arrival, no red light at all or fan. Tested the power supply on a different board and it works as expected with a measured output voltage and it is 12.2v.
While connecting the power supply (still no red light), measured voltage pin 39 and pin 1 ~ 3.3v, then pin 2 ~ 5v. What could be the issue? is there anything I can test or should I just request RMA?

What OS did you flash to SD or eMMC? Please specify the OS image file name or the link where you downloaed.

The N2L red LED doesn't turn on if a proper OS is not running.
As tobetter told you, you need to check the OS image file name carefully.

I ordered the Linux eMMC with the N2L, so I assume it was already flashed with the correct OS. I will flash again with this image https://east.us.odroid.in/ubuntu_22.04l ... 017.img.xz

If you ordered eMMC, that must be flashed the image for ODROID-N2L. I had exactly the same problem and the reason was an empty eMMC. Except I didn't specify what was supposed to be on it, so I can't complain.
I also checked voltages and all, thinking it must be broken
That new behavior of red LED gave me a scare.

I clearly ordered the linux eMMC for N2L, but it seems it came empty that why it was very confusing. Also, I expected the red light to be on regardless just by applying power documenting this will be really appreciated.
