There's a libretro project that could plausibly be ported depending on interest, i think it's built to run on Raspberry Pi at the moment, i havent looked at the project closely.

From what I've read about the Pokemon mini specs and the libretro project it might be possible (emphasis on "might") to have it (or something close to it, even a way lower quality version) working on an odroid go, but i don't have the skills to do so (but i am pretty much sure that the controller rumble function would not be required (or work without an external rumble pack) on the odroid, just the image/screen rumble) (and the odroid would not be missing any of the required control buttons that the console had)
