Technically it would be possible, I haven't tried it on ODROID-C2 and you would run 64bit Linux kernel. Which OS are you trying to run?

As said by @tobetter but you would miss 3D acceleration, as we don't have armhf GPU drivers for the C2.
Means, yes you can run a full armhf image (was done in the past) but you couldn't use anything that required 3D acceleration (Kodi for example).

I'm actually just trying to install some drivers and an application for an industrial camera compiled for a 32-bit ARM. I've tried tried to enable 32-bit support on the 64-bit ubuntu 16 mate system, but when I try to download the 32-bit dependencies the system complains that some packages cannot be installed and that i have held broken packages, even after a clean install of the OS.

Can you show us the output of those dependencies?

So I use the following commands to add arm32 support:
dpkg --add-architecture armhf
apt-get update

then I try to install all armhf packages from update
apt-get install *:armhf

so basically, there's a lot of armhf packages that couldn't be instal, with the errors having the following format

*: armhf : Depends : *: armhf but it is not installable.

I have attached a txt with the results
Attachments
log.txt
Results of apt-get install *:armhf

I think it's a bad idea t try to install all armhf packages. You should install libc:armhf and then the package you need (and it should pull its dependencies).

Do you also know of the best way to install Qt5 for Odroid C2, but only enough to run Qt widget applications. I don't need the other packages such as web and unecessary packages that could make the install take a lot of space

armhf Qt5 won't work since it's missing GPU drivers.

Does that imply even on the Odroid XU4 Qt wouldn't work since it is an armhf system?

It works on xu4 because it's an armhf system running an armhf kernel with 32 bit graphical drivers. While C2 runs a 64bit kernel with 64bit mali drivers and you're trying to install 32bit qt.
