Power cycle issue on C1+

I have 2 Odroid C1+ boards, both REV 0.4 20160226. I have an issue when I power cycle one of them.
For having a reproducible scene, I used exactly the same peripherals, on swapping both boards.
All the electrical peripherals are:
- 1 x microSD Samsung EVO Class 10 - 8 GBs
- 1 x 5V/3A power supply
- 1 x HDMI monitor
- 1 x LAN connection

On one of the boards, when a power cycle, no matter if done by microUSB or by the dc barrel conn, about 50% does not boot and I have to reset on J4.
I guess it must be an electrical issue that does not happen when I unplug the HDMI monitor. Is there any resistor or capacitor that makes this happen ?

I would like to have a 100% auto power on board.
This makes me feel unsafe with these kind of boards. I never faced this issue on RPi boards.

Remove the jumper between HDMI port and micro-USB if you don't use the micro-USB port as a power input.

Yes I did. As I told in my initial message no matter if done by microUSB or by the dc barrel conn.
So I removed the jumper for USB power, and powered directly thru the dc barrel connector. It does not change with this board. When I power cycle it needs reseting thru J4 almost half of the times.
However with the other board, USB powering also works 100% and also the dc barrel connector.

I guess it must be an electrical issue of this card when the HDMI monitor is connected, so mabbe some capacitor is producing this issue.
